JOB SUMMARY

Reporting to the Chief Executive Officer, the People Services Manager is responsible for leading the Corporation's human resource function and providing strategic direction in workforce planning, talent acquisition, employee and labour relations, performance management, payroll administration, learning and development, compensation and benefits, and organizational development.

The successful candidate will serve as the principal advisor to the Chief Executive Officer on human resource matters and play a key role in fostering a high-performing, engaged, and service-oriented workforce while ensuring compliance with employment legislation, corporate policies, and good governance practices.

QUALIFICATIONS, EXPERIENCE & COMPETENCIES

Applicants should possess:

  • A Bachelor's Degree in Human Resource Management, Business Administration, Industrial Relations, Psychology, Management, or a related discipline.
  • A recognised professional HR certification such as SHRM, CIPD, CPHR, HRCI, or an equivalent qualification.
  • A minimum of seven (7) years' progressively responsible human resource experience, including at least three (3) years in a management or leadership role.
  • Comprehensive knowledge of Barbados' employment legislation, labour relations, performance management, payroll administration, and modern human resource practices.
  • Strong leadership, communication, negotiation, and conflict-resolution skills.
  • High standards of integrity, professionalism, confidentiality, and sound judgement.
  • Proficiency in Human Resource Management Systems (HRMS), payroll systems, Microsoft Office applications, and workforce analytics tools.

The following would be considered an asset:

  • A Master's Degree in Human Resource Management, Business Administration, Organizational Development, or a related field.
  • Experience within a statutory corporation, public sector entity, or media organization.
  • Training in mediation, industrial relations, or change management.

KEY RESPONSIBILITIES

The successful candidate will:

  • Lead the Corporation's human resource strategy and workforce planning initiatives.
  • Oversee recruitment, employee relations, performance management, learning and development, and succession planning.
  • Manage payroll administration, compensation and benefits, and HR compliance.
  • Provide strategic advice to executive management on employment, labour relations, and organizational development matters.
  • Ensure compliance with employment legislation, collective agreements, and corporate policies.
  • Promote employee engagement, organizational culture, and change management initiatives.
  • Lead and develop the People Services team while driving continuous improvement of HR systems and processes.
  • Support corporate governance by preparing HR reports, managing sensitive employee matters, and maintaining effective relationships with internal and external stakeholders.
